Since the governance of India has been handed over to the Hon’ble Narender Modi, India has witnessed tremendous changes, all towards positivity and growth. From all the steps and campaigns launched by Modi, it is quite clear that Modi envisions an India that is not only clean and rich in its culture, but is also able to withstand the high competition of other countries in terms of advancements, and technology.
From the Swach bharat campaign to the launch of Yoga day to the clean Ganga campaign, Modi has not only simply launched these programs, but have also actively participated in all of these. One such vision of Modi is to see a country that is technologically rich and has an automated e- governance in place. To reach this mission of himself and his team, he went ahead to launch the digital India campaign all over the country. This program is an aid for Indian development towards a knowledgable future.
“Hon’ble Shri Narender Modi, Prime Minister of India has laid emphasis on National e- governance plan and has gave its approval for Digital India – A programme to transform India into digital empowered society and knowledge economy. “ quotes all leading newspapers covering the launch of the digital India campaign.
It is known that this program will be implemented in parts beginning from 2014 until 2018. The funding for this entire campaign is to be done through the budgetary provisions of respective ministers and departments where digitization is to take place. State wise digitization will worked out by the respective chief ministers, and the final proposal will be approved by the central government before the process begins. But according to a pre estimate of the entire costing, the project to reach success will cost approximately Rs. 11,300 crore. To implement this the government is planning to strengthen National Informatics Center (NIC) by restructuring it to support all central government departments and state governments. Positions of chief information officers (CIO) would be created in at least 10 key ministries so that e-Governance projects could be designed, developed and implemented faster.
This entire project has 9 pillars which has to implemented in each city and state –
1) Broadband Highways – this aims at installing broadband across all gram panchayats
2) Universal access to mobile connectivity – Ensuring mobile access in around 44,000 uncovered villages in the country and government is taking steps to ensure that all villages are covered through mobile connectivity by 2018.ÂÂÂ
3) Public internet access – the government is ensuring that the public receives free internet access across all villages
4) E- Governance – Business process re-engineering will be undertaken to improve processes and service delivery. Services will be integrated with UIDAI, payment gateway and mobile platform.ÂÂÂ
5) E – Kranti – this pillar focuses on ensuring that all services are available online
6) Global information – the main aim of this is to ensure that all kinds of information is available online.
7)Electronics manufacturing – Focus is on set top boxes, VSAT, mobile, consumer electronics, medical electronics, smart energy meters, smart cards and micro ATMs
8) IT training for jobs for better employability and to make the youth ready for the jobs in the market
9) Early harvest programs – The government is planning to deploy Aadhaar Enabled Biometric Attendance System in all central government offices located at Delhi. A web based application software system will enable online recording of attendance and its viewing by the concerned stakeholders.ÂÂÂ
The Digital India campaign aims to transform India into an improved and digitized nation with hands on access to all kinds of information with an empowered society and more knowledgeable people. It aims at taking India to new heights with loads of creativity due to full on access to internet and other digital media. It would also bring in lot of accountability in the nation through mandated delivery of government services to its citizens.
